Our nation’s higher education policies were developed over fifty years ago and no longer fit the rapidly changing skills needs of today’s economy. Most employers do not require four-year degrees for many of their jobs but instead need workers with skills and credentials that can be achieved through high-quality, shorter-term training programsMeeting the needs of a changing economy will require new approaches to postsecondary education that improve access to education, training, and high-quality credentials  and respond to the needs of local economies.
